so 250 kbps = 31.25KB means u should get 32kilo bytes not bits ( in bits it is 250 as i said before)
but still u r saying it is giving u 8 to 15KBPS which means u are getting around 64 to 120 kbps(kilo bits per second)which is much lower than ur plan . so u can contact the bsnl authourity about this. give a complaint and talk to much higher officials, coz lower fellows dont have much knowledge about what is byte, bit or download speed or upload or about their work itself, give a written complaint and everything will be ok. this is what i am sharing based on my own experience after a little research on many good computer texts and net . hope this helps
